On September 29, 2020, North Precinct officers responded to the area of North Victory Blvd and North Force Avenue on reports of a shooting. Upon arrival, officers found two people deceased of apparent gunshot wounds.
The victims, 41-year-old Amber Coughtry and 41-year-old Billy Lewnes, both died from gunshot wounds and the Oregon State Medical Examiner has ruled their deaths homicides. Ms. Coughtry and Mr. Lewnes were the 36th and 37th homicide victims in Portland in 2020

The Washougal (WA) Police Department, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve the homicide of Sandra Ladd.
On June 14, 2020, the Washougal Police Department responded to a residence in the 1900 block of 41st Street for a death investigation. That investigation led to the discovery of 61-year-old Sandra Ladd, later determined to have died from homicidal violence.
Detectives with the Washougal Police Department are asking for the public’s help to solve this case.

Gresham Police Department Case #20-47074
The Gresham Police Department, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve the homicide of Darryl Lewis.
On October 14, 2020, Portland residents Darryl Antonio Lewis, age 34, and Daquon Dupree Warren, age 21, were victims of a shooting at the Arco Gas Station in the 18000 block of East Burnside Street. Lewis was shot once in the head and died as a result of the shooting. Warren was shot multiple times and is expected to recover from his injuries.
The victims had just pulled up to a gas pump when a dark colored sedan stopped in the parking lot near them. An unidentified occupant of that car fired multiple rounds from a handgun, striking both men.

Portland Police Bureau Case #20-235413
The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve the homicide of 22-year-old Jordan Louis.
On July 28, 2020, at approximately 7:27 p.m., North Precinct officers responded to the 800 block of Northeast Dekum Street on reports of a shooting. Officers arrived on scene and located a person suffering from multiple gunshot wounds. Medical efforts to save the victim were unsuccessful and the victim, 22-year-old Jordan Lee Louis, died at the scene.
The Oregon State Medical Examiner determined the cause of Louis' death was from multiple gunshot wounds and the manner of Louis' death a homicide.

Milwaukie Police Department Case #20-6391
The Milwaukie Police Department, in partnership with Crime Stoppers of Oregon, is asking for the public's help in an arson investigation on Elk Rock Island in the Willamette River.
On September 9, 2020, at approximately 7:00 p.m., a fire broke out on Elk Rock Island, a North Clackamas Park located in the Willamette River in Milwaukie, Oregon.
A witness captured video of the fire shortly after it started. The video appears to show an individual near the fire possibly with a fuel canister. This individual left the scene in an unknown direction prior to first responder arrival.

Crime Stoppers Featured Case #20-29 - Arson Investigation

STATUS: OPENOn Friday, August 14, at 10:28 p.m., Portland Fire & Rescue responded to the report of a fire at the Chabad Center for Jewish Life, located at 2317 Southwest Vermont Street.
On Wednesday, August 19, at 2:44 a.m., Portland Fire & Rescue responded to another fire at the Chabad Center for Jewish Life.
Arson Investigators are asking for the public's help with any information related to these fires or video footage of activity in the area from 8:00 p.m. to 11:00 p.m., on Friday August 14; and, from 1:00 a.m. to 3:00 a.m. on Wednesday August 19.
At this point in the investigation, there is no suspect information.

Crime Stoppers Featured Case #20-28 - Homicide of Sammie West III

STATUS: OPENOn Tuesday August 22, 2020, at approximately 12:34 a.m., East Precinct officers responded to the 13900 block of Southeast Main Street on reports of a shooting. When officers arrived on scene, they found evidence of gunfire and a male victim suffering from a gunshot wound. Medical personnel responded to the scene and attempted lifesaving efforts but were not successful and he died at the scene.
The Medical Examiner conducted an autopsy and determined that the victim, 19-year-old Sammie Lee West III, suffered a fatal gunshot wound and determined his death to be a homicide.
At this point in the investigation, there is no suspect information.

Crime Stoppers Featured Case #20-27 - Lake Oswego Assault

STATUS: OPENOn Thursday, July 30, 2020, at about 11:00 p.m., a brutal assault occurred in the 2600 block of South Shore Boulevard in Lake Oswego. The 74-year-old female victim had just retrieved a package from her porch when she was attacked and brutally assaulted in her garage by a stranger. Fortunately, her husband discovered her in their garage shortly after the assault and summoned help. She was transported to a local hospital for treatment to serious injuries.
The suspect is described as a 25 to 35-year-old white female with tanned skin, long brown naturally curly hair, 5'6" to 5'7" tall, 130 lbs., slender build, wearing a long-sleeved blue shirt and khaki pants.

Gresham Police Department Case #20-36402
The Gresham Police Department, in partnership with Crime Stoppers of Oregon, is asking for the public's help to identify additional suspects and witnesses in a shooting that injured two small children.
On Saturday August 5, 2020, at 7:27 p.m., two vehicles containing multiple occupants drove by a home located near 165th Avenue and Burnside Street and fired in excess of 30 rounds into a home, vehicles and people. The bullets hit two small children at the home and left them hospitalized with serious injuries.
Ervan Herring Jr. has been arrested for this crime and was indicted by a Multnomah County Grand Jury on the charges of Attempted Murder, Assault in the Second Degree, Conspiracy to Commit Murder, Unlawful Use of a Firearm, and Felon in Possession of a Firearm; however, other suspects and witnesses were involved and need to be located by detectives.

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve the homicide of 50-year-old Gus Komas.
On Tuesday, September 1, 2020 at approximately 4:30 a.m., Portland Police officers responded to Northeast Ivy Street and Northeast Martin Luther King Jr. Boulevard on the report of a person down in the street, possibly a pedestrian struck by a vehicle.
Officers found a man lying on Northeast Ivy Street, west of Northeast Martin Luther King Jr. Boulevard, near the Chevron gas station. The man was unconscious, but breathing. He was transported to the hospital by ambulance, where he died hours later.
The Medical Examiner's Office conducted an autopsy on the victim, 50-year-old Gus Dino Komas of Portland, and determined the manner of death to be homicide. Based on the investigation, detectives believe Mr. Komas was assaulted, not struck by a vehicle.
According to the family, Mr. Komas wanted to grow his hair out and in lieu of doing that, he would often wear a long, grey, dreadlocked hairpiece. One of the photos shows this hairpiece, which could give Mr. Komas a different appearance.
The Portland Police Bureau hopes that releasing these different photos, provided by family, may help a potential witness recall anything that they could provide to detectives regarding this incident.

Clackamas County Sheriff’s Office Case #20-014489
The Clackamas County Sheriff’s Office, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve the fatal hit and run to a 38-year-old Hubbard woman.
Shortly after midnight on Sunday, July 12, 2020, Clackamas County Sheriff’s Office deputies contracted to the Wilsonville Police Department responded to a welfare check on a subject in the area of SW Town Center Loop West and SW Wilsonville Road in Wilsonville.
Paramedics with Tualatin Valley Fire & Rescue and American Medical Response responded to the scene as well.
First responders arrived and found a severely injured woman -- identified as Kristi L. Dumont, 38, of Hubbard -- at the location.
Paramedics immediately rendered aid transported her to an area hospital. Dumont died as result of her injuries at the hospital. Her injuries were described by investigators as "blunt force trauma."
Following an autopsy, investigators now believe Kristi Dumont's death may have been caused by an auto/pedestrian hit-and-run.
Investigators are asking if anyone saw suspicious vehicle activity between 10 p.m. on Saturday, July 11 and 12:30 a.m. on Sunday, July 12, in the area of SW Town Center Loop West and SW Wilsonville Road, on the south side of SW Wilsonville Road.

Portland Police Bureau Case #20-264864
On August 27, 2020, at approximately 9:02 p.m., Portland Police responded to the area of Gateway Discovery Park in the 10500 block of Northeast Halsey Street on reports of shots fired. When officers arrived at the scene, they found four young adult victims suffering from gunshot wounds.
One of the victims, 16-year-old Jaelin James Scott suffered a fatal gunshot wound and the Medical Examiner ruled his death a homicide. The other three victims were transported by ambulance to Portland area hospitals for treatment to non-life-threatening injuries.
At this point in the investigation, there is no actionable suspect information.
Jaelin's family has provided a photograph of him to be shared with the community.
Crime Stoppers Featured Case #20-22

STATUS: OPENOn August 17, 2020, numerous individuals chased a male from a nearby protest and arrived in the area of SW 4th Avenue and SW Taylor Street. Once in the area, members of the group threatened, assaulted and robbed a female. Some members of that same group were then involved in an assault of a second female and a male which resulted in serious injuries to that male.

Officers and medical personnel arrived and located one person deceased from an apparent gunshot wound.
The Medical Examiner conducted an autopsy on the victim, 19-year-old Julian Heredia, determining that he died of a gunshot wound, ruling the death a homicide.

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve the June 2020 homicide of Evelin Navarro Barajas.
On June 18, 2020, at approximately 11:49 p.m., Portland Police Bureau officers responded to the 6700 block of Northeast Killingsworth Street on reports of shots fired in the neighborhood.
Officers arrived in the area and located two people suffering from gunshot wounds. An adult male victim was transported by ambulance to a Portland area hospital with a non-life threatening injury. A female victim, later identified as 23-year-old Evelin Navarro Barajas, was pronounced deceased at the scene.
The Medical Examiner conducted an autopsy, determining that the manner and cause of death to be homicidal violence by gunshot wound.
The victim’s family has provided photographs of Ms. Navarro Barajas to share with the public.

STATUS: OPENOn June 11, 2020, at approximately 12:35 a.m., Portland Police officers responded to the 600 block of Northeast 162nd Avenue on the report of gunfire. Officers arrived in the area and located one person down on the ground deceased. The victim was later identified as 28-year-old De'annzello McDonald.
The Medical Examiner's Office performed an autopsy on the victim and determined that the cause and manner of death was a homicide as a result of a gunshot wound.
There is no suspect information and detectives and the victim's family are asking for the public's help to solve this case.

STATUS: OPENIn the late hours of Friday May 29 or early hours of Saturday May 30, 2020, an unknown subject set fire to a vehicle in the area of Southwest 3rd Avenue and Taylor Street. Prior to the fire, unknown persons vandalized the vehicle during a protest event.
The arson suspect appears to be white, longer brown hair, wearing all black clothing, a black cloth face mask, and blue gloves.
Arson investigators are asking for the public's help to identify this suspect or any of the persons involved in the vehicle vandalism.

The arson occurred around 4:30 a.m. on Wednesday, April 29, 2020, and caused approximately $250,000 in damage.
Detectives have obtained video of the man believed to be involved. On the video, the suspect can be seen walking back to the area where the fire began. He is described as a white male in his late teens to early 20s wearing a white hooded sweatshirt and shorts.

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to identify the suspect in a May 2020 injury shooting.
On May 5, 2020, at approximately 10:22 p.m., 42-year-old Michael Hilbrandt was riding a bicycle eastbound on East Burnside Street near 12th Avenue. There was a vehicle pulled over and blocking the bike lane between Southeast 12th and 13th Avenues, on East Burnside Street.
The victim rode around the vehicle on the driver side, and tapped on the window, to allow the driver to know he was passing on the left. The victim told police that he believed he saw a female near the vehicle but did not know if she was in anyway associated to the vehicle. The victim then rode southbound on Southeast 13th Avenue. Immediately after turning onto 13th, the victim could heard screeching tires and believed the vehicle he had passed was coming to run him over. The victim rode to the east side of 13th, near Southeast Ankeny Street.
The driver of the vehicle, described as a silver or gray, small SUV, approximately 3-4 years old, pulled over near where the victim was standing. The driver, described as heavyset Black male, 30-40 years old, said, "I’m going to shoot you," and proceeded to shoot the bicyclist one time, striking him in his arm. The suspect then drove out of the area to the south and was not located. The female that was standing near the vehicle was not located and it is unclear if she is associated to the suspect.

Crime Stoppers Featured Case #20-11 - Homicide
May 13, 2020
STATUS: OPENOn Saturday October 26, 2019, at approximately 12:24 p.m., Portland Police officers responded to the area of Northeast Wygant Street, between 109th and 110th Avenues, after several 9-1-1 calls about gunfire with one person injured in the street.
Officers and medical personnel arrived in the area and located 18-year-old Jackson Panyanouvong suffering from traumatic injuries. Panyanouvong was transported to a Portland area hospital where it was determined that he was deceased.
The Oregon State Medical Examiner performed an autopsy and determined that Panyanouvong's death was a homicide as a result of a gunshot wound.
