Crime Stoppers Featured Case #23-20 - Jose Monroy-Castaneda Homicide
September 28, 2023

On Saturday, April 23rd, 2022 at approximately 1:12 am, a shooting occurred on SE 136th Avenue north of SE Powell Boulevard.  Jose Monroy-Castaneda (52 years old) was fatally shot at the location and another individual was seriously wounded.

 

Monroy-Castaneda's death has been ruled a homicide.  Detectives from the Portland Police Bureau's Homicide Unit are actively investigating this case.  Investigators are seeking tips that will lead to an arrest and they would like to hear from anyone with information about this homicide investigation.

Crime Stoppers Featured Case #23-19 - UPDATED
September 18, 2023

*Cassandra Steele has been located and apprehended*

 

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help in locating a wanted person in a fatal collision that occurred in 2021.

 

On 07/05/21 at 9:25pm, wife and husband Jai Hong and Chung Kim were driving home from their restaurant, the Polar King, in Gresham, when they were struck head-on by a vehicle driven by Cassandra Steele. The collision occurred at the 14200 block of SE Powell Blvd, resulting in Chung Kim being killed. 

 

A nationwide arrest warrant has been issued for Steele for the charge of Manslaughter-2nd degree, along with other criminal charges.  Steele was last known to be living somewhere in the Portland area, but may have fled to Colorado.

 

Steele may be using the alias of “Natasha Steele” or “Cassandra Richards” and may be with Timothy Brewster, age 55.  Cassandra Steele is described as 32 year old white female, approximately 5'11" tall and weighing 190 lbs.

Crime Stoppers Featured Case #23-18
September 18, 2023

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve the November 2020 homicide of Harold Major.

On November 7, 2020, at approximately 7:33 p.m., Portland Police Bureau officers responded to the report of gunshots in the 3500 Block of Southeast 33rd Avenue. Officers arrived in the area and located a person suffering from a gunshot wound. Officers rendered medical aid to the victim until paramedics arrived, however, the victim died at the scene.

The Medical Examiner conducted an autopsy and determined that the victim, 31-year old Harold Andrew Major, died as a result of a gunshot wound and the death was ruled a homicide.

On August 21, 2023 around 2:45 PM, the unknown pictured male was involved in a racially motivated assault in the area of SW 2nd Ave and SW Pine Street. The victims, members of the Asian community, were spat upon and physically assaulted.

The Portland Police Bureau, in cooperation with Crime Stoppers of Oregon, is asking for the public’s help in identifying the shooter of 41 year old Khamori Loving.

 

On May 11, 2023, at approximately 11:45 PM, Khamori Loving was shot and killed in the area of NE 122nd Avenue and NE Wasco Street in Portland, Oregon.  Khamori was seen speaking with an unknown female approximately 30 minutes before he was killed.  The shooter has been described as a male wearing a white, hooded sweatshirt who ran south on NE 122nd Ave after the shooting.

July 20, 2023

The Vancouver Police Department, in cooperation with Crime Stoppers of Oregon, is asking for the public's help to solve the homicide of a 53-year-old man. 
 
On May 27, 2023, Randall West, 53 years of age, was located deceased in his home in the 4000 block of NE 137th Avenue in Vancouver, WA. His death has been ruled a homicide. Detectives from the Vancouver Police Department Major Crimes Unit are actively investigating this case.
 
Randall’s family shares that he was an avid fisherman in his younger years and loved to play billiards.  His family provided the attached photograph for public release.

CRIME STOPPERS FEATURED CASE #23-10 REWARD OFFERED IN PORTLAND UNSOLVED HOMICIDE

The Portland Police Bureau, in cooperation with Crime Stoppers of Oregon, is asking for the public's help to solve the homicide of a 33-year-old man in North Portland's Lloyd Neighborhood.
 
On Friday, November 4, 2022 at 11:25p.m., North Precinct officers were dispatched to a welfare check call at a parking lot in the 2200 block of Lloyd Center. When officers arrived, they found an adult male deceased. Due to the suspicious circumstances, the Portland Police Bureau's Homicide Unit responded to the scene to take responsibility for the death investigation. The Oregon State Medical Examiner also responded and concluded the manner of death as homicide.
 
The male victim was identified as 33-year-old Nick Henderson of Portland. His family provided the attached photographs for public release.
 
Investigators would like to hear from anyone with information about this homicide investigation.

Crime Stoppers Featured Case #23-8 Reward Offered in Vancouver, WA Unsolved Homicide
May 30, 2023

The Vancouver Police Department, in partnership with Crime Stoppers of Oregon, is asking for the public's help and seeking information regarding an unsolved homicide.

In August 1997, the body of 17-year-old Carle McConnell, was located in the 1600 block of Devine Road. Carle’s death was ruled a homicide. This case has remained active for nearly 26 years and Detectives from the Vancouver Police Department Major Crimes Unit have maintained connection with Carle’s family, who remain committed to seeking justice for Carle.
 
His mother Lani McConnell shares that Carle was in the gifted child program as a young child, mowed lawns in the neighborhood, delivered newspapers, and at one point, used the money he earned to go to Washington D.C. through his school. He was a big fan of the San Diego Padres and would surprise his mom by cooking dinner for her occasionally. The photos included were provided by the McConnell family.
 
Investigators are seeking tips and information that will lead to an arrest in the unsolved murder of Carle McConnell. Anyone with information is asked to contact Crime Stoppers of Oregon.

Crime Stoppers Featured Case 23-6 Reward Offered in Portland Police Bureau Triple Murder Case

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve a triple murder which occurred in North Portland in late March of this year.

On March 25th, 2023, at approximately 12:20 p.m. in the area of North Foss Court and North Foss Avenue, several suspects on foot fired multiple rounds into a vehicle occupied by 17 year-old Eskender Tamra, 19 year-old Babu Daudi, and 20 year-old Patrick Johnson. Tragically, all three of these victims succumbed to injuries they received as a result of this incident.

Witnesses to the incident reported that the suspects ran from shooting scene to a parked vehicle that then fled the area.

Investigators would like to hear from anyone with information about this homicide shooting investigation.

Crime Stoppers Featured Case #23-5 Reward Offered in Portland Police Bureau Injury Shooting Case

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to identify and locate the suspect in an injury shooting. On July 20th, 2022 at approximately 2:45 PM, a female was driving in the area of SE Powell Blvd at SE 131st Avenue when an exchange of gunfire between two individuals took place. The female became caught in the crossfire and sustained a significant gunshot wound to her face. Fortunately, the injury was not fatal. Occupied buildings as well as other occupied vehicles were struck by gunfire which endangered many peoples’ lives. One of the shooting suspects in this incident was eventually identified and arrested. Police are still actively attempting to identify and apprehend the second suspect who was last seen running southbound through the Glenwood Apartments after the shooting. The Portland Police Bureau is requesting the help of the community in identifying the suspect in this case. On March 17th, 2023, at approximately 8:45 PM, a man was critically stabbed multiple times near the intersection of SE 70th Avenue and SE Powell Boulevard. The Portland Police Bureau is requesting the help of the community in identifying the suspect in this case.  The suspect likely used Tri-met the evening of the incident to travel eastbound on Powell Blvd.  The suspect in this case may used the nickname “Trippy.”

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to locate the suspect or suspects in a Homicide.

At approximately 9:36 pm on February 20, 2021, 25-year-old Tyler Turpin was shot and killed in the area of NE 54th Avenue and NE Fremont Street in Portland, Oregon. Tyler was known for his big heart and being generous with friends and family in need, but the light of his life was his young daughter. Family time was important to Tyler, including birthday parties, road trips and a day at the river. Tyler’s daughter and his entire family still feel his loss and ask anyone who has information to please come forward. Investigators believe there are persons who may have information about the circumstances of the homicide, who have not yet been interviewed or contacted by police. The Clark County Fire Marshals, in partnership with Crime Stoppers of Oregon, is asking for the public's help to locate the suspect or suspects in a fire investigation.

The Fire Marshal’s office is asking the public to review the video and photo attached to see if they recognize the people or vehicle. The video was taken Sunday, Oct. 9 at approximately 3:30 pm on a ridge near where the Nakia Creek fire is burning on Larch Mountain.

“We are looking for what we believe is a white or light-colored Subaru vehicle,” said Assistant Fire Marshal Curtis Eavenson. “Based on witness statements, we also believe there were two men and two women connected with this vehicle.”

If anyone recognizes the vehicle or people depicted in the video or has any information regarding the ongoing wildfire investigation, they are urged to contact the county’s Fire Marshal Office at (564) 397-3320.

On October 7th, 2022, at about 0235 hours, officers assigned to East Precinct responded to the Shun Chang Lounge at 9141 SE Powell Blvd. Several patrons reported being robbed outside the business by a male and female. Several of the victims suffered gunshot injuries during the robbery.   The Portland Police Bureau is seeking the publics’ assistance in identifying a male and female seen inside the business prior to the robbery.
